For over last two decades, the law & order issue is getting worst because it was not addressed properly. The political instability, war on terror, suicide bombing, sectarian violence, political killing, killing for honor, kidnapping for ransom, street crimes, snatching cell phones, vehicle, ornaments and cash are the matters to be dealt with the internal security and there is no fear of external security. After every incident, the government blames to foreign elements like RAW, MOSSAD, KHAD or banned militant organization like Tehrik-Taliban Pakistan, Jesh Muhammad, Sipa-e-Muhammad, Sipa-e-Sahaba, Lashkar-e-Jhangvi, Lashkar-e-Tayyaba any many other groups. The question arises that did we pay attention what the intelligence agencies are saying, what the international media is saying, the simple answer is no. The root of terrorism is inside the country and no foreign element is involved in any terrorist activity. It is possible that some religious or political group may involve and working for foreign elements. Target killing is happening in Sindh and Balochistan Province; while in Punjab and Khyber Pukhtoonkhawa (old NWFP) the suicide bombing is happening in fact KP province is mostly affected by the terrorist activities of TTP.

The induction of abduction, torture, taking extortion money, kidnapping for ransom, street crimes like snatching cell phones, ornaments and cash, terrorized and killing opponents in politics were introduced by the MQM through its intelligence wing. The high command gives orders to its terrorist wing on the basis of the report produce by the intelligence wing of MQM. The slogan of the party says it all Qiad ka jo gadar hay who mot ka haqdar hay (Those who betray Altaf hussian is dissident and deserve to be killed) another slogan is jis ka baap ek uska qaid ek (means that those who have one father have one leader). The party is united on terrorized activities but when their activist caught by the law enforcement agencies, they always denied it.

The MQM started their politics in 1984 after passing 6 years as a student union All Pakistan Mohajir Students Organization (APMSO) in 1978 but later on they involved in local and national politics respectively. First they were known as Mohajir (A person who migrated from India) Qoumi(National) Moment later on they called themselves as Muttahida Qoumi Moment (United National Moment). As we all know that since the judicial murder of Zulfiqar Ali Bhutto, former Prime Minister in 1979 by late General Zia, the intelligences agencies were working onto create a party that can minimize the influence of PPP in both rural and urban areas of Sindh province. To accomplish their job they created Jiye sindh (Now Jiyea sindh quomi Mahaz JSQM) to look after rural areas and MQM to take care of urban areas of the provience, which was badly affected after losing Bhutto.

MQM, which claims to represent the Urdu speaking community, were welcomed by the urban areas citizens and given them a clean chit in the Sindh politics by awarding them an overwhelming majority in both local bodies and general elections in 1987 and 1988 respectively. From the day one, there policy was to terrorized locals as well as business community. They started given life threats to the industrialist as well, when they failed to get extortion money from them, they killed them the story of Mohsin Siddiqui who was killed in the past in the jurisdiction of 90 (the MQM headquarter) in Azizabad after denying to pay extortion to them. The MQM Chief Altaf Hussian soon realized that he is losing grip on the party matters as news were running that all of them were fighting over the distribution of extortion money they received. In 1991 the high level leadership disputed over money and it led to creation of another fiction of MQM Haqqiqi (real) lead by Aaamir Khan and Afaq Ahmad. It was the worst time for the party chief as he was having no option but escape from the country and he did the same by flown to UK and apply asylum in 1991. The MQM activities as mention in the beginning of this article led to an army operation on 19 June 1992 which killed several MQM activist and the activist of other fiction of MQM, Haqqaqi. In the mean while they also kidnapped and tortured Major Kalim of Pakistan Army and tortured him in Landhi. MQM torture cell were in operations before the operation launched against them. Salim Shehzad, Imran Farooq, Haji Jalal, Ashfaq Chief, Aamir Khan, Afaq Ahmad, Iqbal Bali were responsible for that cells Since 1992 the law and order situation getting worst day by the day and the crime rate increasing every hour. There is no doubt that Karachi used to be called the city of lights but now it is under sever darkness. Every second family has suffered a shock for being supported to MQM by both MQM and Law Enforcement Agencies.

The story of MQM is not finished yet. After the army operation, the MQM chief Altaf Hussain started working from London and he established International Sectriate over there. He blamed army, police intelligence agencies and everyone who were involved in the Karachi Operation for killing over 15000 activists, which is still a misery to be solved. The MQM continuing denying policy about the workers who caught or killed but sometime they charged police for extra judicial killing. They were hesitating whether to accept them or deny them or put the blame on the police for the fake encounters. But after 18 years it is still not yet proved that police have killed anyone in fake encounter or police practice any extra judicial killings.

Another significant element of MQM politics is that they have been taking part in the elections and becoming coalition partners with PPP and PML-N. But don’t forget at the time of operation, MQM blaming both the parties for the killing of their workers but for the sake of power they always like to be on ruling benches instead of playing a positive role of Opposition in both provincial and federal level. But whenever something gone against them, they tried to blackmail the than government by giving them an ultimatum, that if there demands were not met, they will quit from the coalition government with in 72 hours. But in real they never walked off from the government.

The MQM has observed many strikes and shutter down on the non-public issues in the past and it is continuing now as well. The MQM strikes are mostly on the killing of their workers and leaders but never observed any strike against, poverty, inflation, unemployment, law & order situation or the matters related to a common man life. The MQM never believes in resolving the problems of their voters or supporters. Their job is to spread fear among the people and they are successful in it. People are not support MQM from their hearts, but due to fear of their lives, it is their compulsion to be with them. MQM past and present is full of terrorism and most of the political pundits think that there is little difference between Taliban and MQM activities.

MQM has given several threats to media as well. In the past the killing of Salahuddin a journalist from Karachi, threats to various journalist including the editor of monthly Newsline and torture on Zafar Abbas a prominent journalist who was with DAWN News now working with BBC. The office of JANG group and other publication were set on fire as well in the past. The both form of media electronic and print is scared of MQM and they never publish or give news against MQM activities because the fear of their lives. It is very sad but a bettering truth that every government needs them in order to form the government both at national and provincial level so they avoid taking any action against them.

MQM, which is the production of army and intelligence agencies, always feel happy either it is the tenure of General Zia, or it is the tenure of General Pervaiz Musharraf. This is why they are demanding actions against landowners and feudal lords but on the other side the MQM chief is having properties in London, which is not suited to a leader of a middle class. The MQM chief property worth 100,000 Pounds while his ex wife Faiza worth from 360,000 to 560,000in which he has a big share too and his brother Iqbal Hussain, properties are expensive too as mentioned by Asian Journal of UK.

After the 2008 general elections in which ANP won 2 seats from Karachi have shaken badly MQM because they cant imagine to be beaten in Karachi which is the strong hold MQM politics. There are some areas which is always with PPP like Lyari, Some parts of Malir and Bin Qasim Town but first ever victory of ANP in Karachi has created the panic in the rows MQM high command. After getting shocked from ANP, the MQM planned to eliminate Pathans (Pukhtoons) from Karachi at any cost. The cold war between two parties converted into the bloodshed and now there are sever areas in Karachi where both pukhtoons and Urdu speaking community cant enter. If they will so they will be tortured to death. Both the parties are involved in the target killing in Karachi that is confirmed by the report prepared by the Ministry of Interior under Deputy Sectary who was asked to prepare a report on the on going violence and killing in Karachi. He constituted a committer comprising ISI, IB, Sindh Police, CID and other relevant people who have given report that MQM is behind all the target killing in Karachi. The committee has also blamed ANP but MQM is more than any party. The MQM is also involved in the killing of Police Officer who played an important role in Karachi Operation. When MQM was asked to comment on this report, their reply was the same as they have been doing in the past a denial, the MQM Parliamentarian, Farooq Sattar said this is baseless report and we deny all the allegations, which are made on MQM in this report. When asked to comment no the killing of Police Officers who were in Karachi Operations, he said it should not be included in the same context. He said some people are angry over MQM popularity that is why they are blaming us, he added.

The report of ministry of interior is not the only documents against MQM, the UNHCR, Amnesty International, US department of State and other international reputed publications has written a lot on MQM terrorism. The UNHCR annual report of 2008 has claimed that MQM is a terrorist organization. Hussain] that committed terrorism.

In last, I would say that we have enough material and proofs to ban MQM but why our government is taking any action against them. The citizens of urban sindh are at the discretion of MQM and this party needs to ban in order to restore peace and maintaining law and order in Karachi. How long the people will be taking the funerals of their love ones on their shoulders? How long the lives of our families would be in danger? How long would it take to eliminate the drama of unknown people would be over.
