Senate committee approves ERRA draft bill-2010

Senate standing committee on cabinet division has accorded approval to Earthquake Rehabilitation and Reconstruction Authority (ERRA) draft bill-2010 with adding certain amendments presented by opposition therein.
The committee met here Wednesday under its chairman Senator Shahid Hussain Bugti in parliament house to review ERRA draft bill-2010.
The committee included amendment regarding establishment of ERRA council in the ERRA bill. As per this amendment prime minister of Pakistan would be the chairman of ERRA council. Erra budget will be approved by Erra council.
As per composition of the council, chief secretaries of all the four provinces, Gilgit, Baltistan, Azad Kashmir and civil society representatives will be the members of ERRA board. Chairman ERRA would be the chairman of board.
Member of committee demanded that scope of ERRA be extended beyond 2005 earth quake related matters and it be converted into an authority for rehabilitation and reconstruction of the areas if affected by earthquake in future through out the country.
ERRA officials and Nawabzada Ghazanfar Gill, advisor to prime minister raised objection over it saying ERRA ordinance-2005 was promulgated for relief work in 9 districts of AJK and Hazara in the wake of earth quake 2005. Therefore, it was essential that earthquake-2005 be also mentioned in the bill. Foreign donors provide us funds for Hazara and AJK. The committee approved the proposal for renaming the bill.
Committee was told ERRA board could approve the projects valuing one billion rupees.
